ABOUT THE AUTHOR Sushma Gupta

Dr. Mrs. Sushma Gupta did her M.A. in Public Administration from Lucknow University and did her Ph.D. from the same University. She later moved to Delhi and has been teaching in Jakir Hussain College of Delhi University. Dr. Gupta worked on many projects like Panchayati Raj in Haryana and Punjab. She was given many awards for her outstanding work in the field of public administration.
