Dr. Ashish Kumar Das, has been working as a Professor of Political science in a Degree College under Fakir Mohan university, Balasore, Orissa. He has been appointed as Honorary Professor of International Academy of Authorised Education, Moscow and fellow of Independent University, Cornwal, England. He obtained M.A. in (Political Science & Public administration) LLB, Ph.D., & D.Litt. Degree from Utkal University. He also received Post Graduate Diploma in Human Rights from Indian Institute of Human Rights, New Delhi. Dr. Das has contributed many articles which have been published by various National and International Journals. He presented many papers on Human Rights and Political science Topics in many National and International conferences. Dr. Das has received Academic World Star Award (Moscow), Ambedkar Fellowship Award (New Delhi), Distinguished teacher Award (New Delhi), Lifetime Achievement Award, (Chennai) and International Award of Excellence (ASDIAM, Punjab). He is associated as: a Member of Amnesty International, London, Rights & democracy, Canada, International peace Bureau, Switzerland, Peoples Union for Civil Liberties, New Delhi, Elected as Vice-President, All Orissa Pol. sc. Assn. and Many other National & International Associations & Organisations.

ABOUT THE AUTHOR Prasanta Kumar Mohanty

Dr. Prasanta Kumar Mohanty, M.A., M.Phil, M.Ed., under fakir Mohan University, Balasire, Orissa. Having taught for almost twenty years and acquired ten years of research experience, Dr. Mohanty is recognized as an erudite scholar in the Political science Department to the Executive Body of the Indian Society of Gandhian Studies in 2006 and also a member of the Executive Committee of All Orissa Political science Association, His was also a member of the Editorial Board of Orissa Journal of Political Science. Besides, he is a member of several other national institutions and has presented research papers in both State and national level seminars and symposia. His publications include at least forty articles and two books titled, "Leadership an Rural development in India" and "Panchayati Raj in India (with Special reference to Orissa)"
