As India’s closest neighbour, Nepal occupies a special place in India’s psyche. India and Nepal, two sovereign, independent countries, enjoy a unique relationship defined as much by geography and history as by culture. The pattern of preferential economic and commercial relations established by India with Nepal, in fact, provides a model for the evolution of SAPTA relationships. Nepal’s main problem is how to answer the growing demands of its increasing populations and, at the same time, maintain an orderly evolution of parliamentary democracy. Nepal’s success in tackling these problems would determine the stability not only of that country but also of surrounding areas in the region. India, no less than Nepal, has a stake in the returning of normalcy in the Himalayan kingdom. Nepal’s vast water resources are waiting to be exploited in the current era of globalisation; financial resources and technical expertise would not be a restraining factor. Greater harmony between India and Nepal on this and other issues is not only a bilateral, but regional imperative as well.
