V. Chandra Sekhar was born in Kerala in the year 1954. He completed his studies at different places and did his Post-graduation in Sociology from Kota University, Rajasthan. The author is currently working as research Officer in working as Research Officer in National Commission for backward Classes, under the Ministry of Social Justice and Empowerment. Earlier he was working in the Ministry. He has been associated with the implementation of reservation and identification of OBCs for the last 15 years. He was also associated with the Expert Committee on creamy layer and in the initial identification of castes and communities. The author is now engaged in the process of bringing out an OBC Digest.
