India has abundant natural endowments, conventional wisdom and human skills in respect of intensified fish farming. But in spite of enormous potentials, much headway has not been made. The levels of production and productivity have not been adequate, leaving a large gap between actual and potential yield. The new technology, which seems technically attractive, has failed to produce substantial results in real world. The recipients of technology are greatly circumscribed by the factors like multiple ownership of tanks and ponds, shortage of quality fish seeds, shortage of investment capital, inadequate extension work, poaching, deliberate poisoning, inadequately organized marketing facilities and many more others. In other words, the present unsatisfactory performance can be attributed mainly to absence of rational management and judicious utilization of the resources. Negative socio-economic factors that impede the development of pisciculture and to evaluate the performance of government policies and finally, to suggest corrective measures. This study is based on the data collected from selected families in the districts of Bankura, Birbhum, Malda and Murshidabad, West Bengal.
