This book examines the emergence and working of multiple institutions in the distribution of irrigation in the command area of the first major surface irrigation project in Kerala–Chalakkudy River Diversion Scheme (CRDS).
Giving an overview of irrigation development in India in general and in Kerala in particular, it explores the reasons for the emergence of alternative irrigation institutions and identifies the constraints affecting the farmers' choice of institutions. The efficiency and equity issues of public provision and alternative institutions are also discussed.
