In keeping with India’s Philosophy of ‘Vasudhev Kutumbkamb’ which literally means’ the world is one family’ a new chapter of co-operation in the sphere f disability started with the International Conference on Human Resource Development. India has been following the shifts in international understanding in field of special education and rehabilitation. All over the world there are deep concerns which have engaged the attention of scientists, doctors, rehabilitation professionals and the society in general. Every nation is committed to ameliorate the sufferings of the persons with disability to the best of its ability and resources. International development in this area is not limited to sharing of ideology, understanding, technology and knowledge but has also benefited immensely from the trained and qualified Human resource. Realizing that boundaries should never confine knowledge within a country and that sharing of experiences would permeate enrichment in the life of the persons with disabilities, the International Conference was mooted. The Conference provided Unique opportunity to policy planners and practitioners in the fields of disability rehabilitation management, special education, audiology, speech pathology, prosthetics & orthotics, rehabilitation psychology, clinical psychology, rehabilitation social work., etc., to share their knowledge and experience. Through six technical sessions with different themes, opportunity was provided to deliberate on various issues dealing with ‘Human Resource Development’, in the area of disability and other co-related relevant issues. Each technical session had four to five paper presentations of 20 minutes each. Opportunity was provided to every participating country to present a paper focusing on the major issues currently of concern to them and their vision for the future. Though provoking interactions followed.

ABOUT THE AUTHOR H P S Ahluwalia

A famous mountaineer and an expert on the Himalayan region, Major H.P.S. Ahluwalia was conferred the fellowship of the Royal Geographical Society for his contribution to environmental studies. He has been climbing ever since he was a child and scaled Mount Everest on 29 May 1965. A recipient of the Padma Bhushan, Padma Shri and Arjuna Award, he was also presented the Condor-de-Oro by the Government of Argentina. Recently he received the Tenzing Norgay National Adventure Award for Lifetime Achievement from the President of India.Major Ahluwalia has been the President of the Indian Mountaineering Foundation and the Chairman of the Rehabilitation Council of India. He is a member of the Executive Council of the Himalayan Mountaineering Institute, Darjeeling and the Indian Mountaineering Foundation. He was also the President of the Delhi Mountaineering Association and a member of the Delhi Council of Sports as well as a member of the Governing Council of the Sports Authority of India. He is a trustee of the Indira Gandhi Memorial Trust and the Chairman of the Indian Spinal Injuries Centre, New Delhi, a comprehensive rehabilitation centre in the voluntary sector. Major Ahluwalia is the author of thirteen books, including his autobiography Higher Than Everest, which ran into thirteen editions and was translated into a number of languages.

ABOUT THE AUTHOR J.P. Singh

J.P. Singh is presently a Reader in Sociology at Patna University, Patna and Chairman, Institute of Population and Integrated Development, Patna. He has been a UGC Teacher Fellow at the JNU, New Delhi; Research Scholar at the School of Social Sciences, the Australian National University, Canberra; Professioinal Associate at the East-West Center, University of Hawaii (USA); and Reader in Research Methodology at the Tata Institute of Social Sciences, Bombay. Dr. Singh has got several research papers published in leading professional journals from India and abroad and authored Patterns of Rural-Urban Migration in India.
