The purpose of management is to enable the organization to produce the best possible results under the best possible conditions. The world situation today is so difficult and changing that no organization can attain this objective by relying on habit or intuition. There must be a systematic effort: (1) to analysis situations; (2) to define objectives; (3) to select the most economic means of attaining them; (4) to organize resources in consequence; (5) to monitor results; and (6) whenever the need arises to adapt the objectives, resources and organization in the light of the results obtained, new circumstances and new tasks, The management and policies of any information unit must deal with the following areas: organization of services, personnel, equipment, collections services for users, production, relations with users, relations with the parent organization and relations with other organizations (especially other information units).
