Conflicts over water are a grim reality today, and this volume traces the reasons for these conflicts from the micro to the global level. The essays look at how the cumulative effect of gross negligence and mismanagement of water resources over the years have created water scarcity. They point out that the problem is not due to shortage of water, but due to the absence of proper mechanisms for its conservation, distribution, and efficient use. The essays are organized under three sub-themes—irrigation water, drinking water and sanitation, and gender and decentralization in water management. They address the problem of water resource management from the perspectives of policies, institutions, and technologies and emphasize the need to have a multifaceted policy approach for an accelerated growth plan. Water is a leading policy issue in the twenty-first century, and the volume draws attention to the need for focused policies on proper water resource management. ABOUT THE AUTHOR S. Mahendra Dev
S. Mahendra Dev is presently the director of Centre for Economic and Social Studies, Hyderabad. He did his Ph.D. from the Delhi School of Economics and his Post-doctoral research at the Economic Growth Centre, Yale University and was faculty member at the Indira Gandhi Institute of Development Research, Mumbai for 11 years. He was Senior Fellow at Rajiv Gandhi Foundation during 1996-97 and Visiting Professor at University of Bonn, Germany in 1999. He has written extensively on agricultural development, poverty and public policy, food security, employment guarantee schemes, social security, farm and non-farm employment. He has more than 70 research publications in national and international journals. He has been a consultant and advisor to many international organisations like the UNDP, UNICEF, World Bank, International Food Policy Research Institute and ESCAP. He has been a member of several government Committees including Prime Minister's Task force on Employment.
ABOUT THE AUTHOR V. Ratna Reddy
V. Ratna Reddy, Professor (senior fellow) at the Centre for Economic and Social Studies, Hyderabad, India (presently on leave) is Director, Livelihoods and Natural Resource Management Institute, Hyderabad. An economist by training, his current research interests include natural resources and environmental economics, sustainable livelihoods, new institutional economics and agricultural policy. He has more than hundred publications in International and Indian Journals. He has published five books, including "User Valuation of Renewable Natural Resources: The User Perspective" and "Managing Water Resources" (jointly with S.Mahedra Dev).
