The countries which had made Elementary Education free and compulsory well in the 19th Century became developed countries in the beginning of the 20th Century. Elementary Education is a must for the informed Citizenry. Most of West including England, America and Japan in the East were able to provide free and compulsory Elementary Education to all the School going age children. ABOUT THE AUTHOR M.N. Shivaprakasham

M.N. Shivaprakasham, M.A. (Political Science) and Ph.D. from Madras University, Chennai, has had a brilliant academic record. A seasoned teacher and a keen researcher, Dr. Shivaprakasham taught Political Science at graduate post-graduate level for past three decades in Government College, Madurai. He participated and presented research papers in several national and international seminars, workshops and conferences. Presently, he is a political analyst and freelance journalist in Chennai.
