The National Policy on Education – 1986 has recommended the launching of a symbolically named Operation Blackboard as a centrally sponsored scheme aimed at bringing about substantial improvement in the facilities of primary schools throughout the country. The three major components of the scheme are provision of atleast two reasonably large rooms that are usable in all weather with a deep verandah along with separate toilet facilities for boys and girls, provision of atleast two teachers, as far as possible, one of them a women teacher in every primary school and provision of essential teaching and learning material including equipment for work experience.The present research concentrates on the implementation of the scheme Operation Blackboard in Andhra Pradesh. One Mandal in the state has been surveyed to get the status throughout the state. The physical facilities in the primary school were not improved the expected level. Teachers were also not appointed as per the norms of the scheme. The training given under National Policy on education was not of much use. But the teaching learning material supplied to primary schools has enormous influence on improving the quality of education. In the light of these results the others with their expertise in the field of education gave valuable suggestions to improve the quality of primary education.
