This study, conducted on behalf of the Institute of Social Sciences, New Delhi, makes a critical evaluation and comparative analysis of the implementation of the provisions of the Extension Act 1996 and Conformity State Panchayat Acts, with special reference to the powers of Gram Sabha. Based on the field studies in the states of Maharashtra, Orissa and Rajasthan it examines the nature, functions and the role of the Gram Sabha. Providing historical perspective it suggests measures to achieve the goals, envisaged in extending the provisions of part ix of the constitution. The book is of great use for policy makers, researchers, panchayat functionaries and development agencies.
