ABOUT THE AUTHOR R.N. Thakur

Dr. R.N. Thakur who has been occupying the Chair of Professor of Sociology and Social Welfare Administration in the Indian Institute of Public Administration, Indraprastha Estate, New Delhi, earlier served as United Nations Fellow (1994-95) and University Professor in the Department of Post-Graduate Studies and Research in Sociology in Bhagalpur University (until May 1986). He has been associated with a number of universities, government bodies, professional organizations and research institutions in India and abroad, and participated in a large number of national, international and regional conferences, seminars and workshops, and chaired numerous sessions. He directed scores of Management Development Programmes of innovative type for senior and middle level executives of the Central Government, Public Sector, and State Governments; and authored over a dozen books, and several important reports, etc. Elite Theory and Administrative System is his classic work which attracted foreword and comments from several well-known British, American, French and Indian scholars, like, Tom Bottomore, Juan J. Linz, S.M. Lipset, Mattei Dogan, A.R. Desai and others. “This in-depth study does for India what western scholars like Robert A. Dahl, Harold D.
