This is a courageous and in-depth study of the working of the power sector in India. The book traces the history of the project and places it in the larger context of power policy in India since liberalization. The author documents in detail the sequence of events that led to the initial signing of the contract in 1993 between Enron and the Government of Maharashtra for the supply of electricity; the subsequent cancellation of the contract in the face of ideological, political, economic and environmental opposition; the surprise decision of the Maharashtra Government to re-examine and renegotiate the contract and the finalization in August 1996 of what is now the single largest contract in Indian history. Based largely on internal official government correspondence, files and documentation marked ‘Secret’ or ‘Confidential’, the result is a well-researched and shocking expose of a major sector of the economy and the working of the political process in this country.
