Problems of backwardness are basically linked to the physical and mental level of children. It has often been seen that those children whose physical development is hampered in the early childhood, their educational development is comparatively slow and the achievement level of those children is very low. Backwardness and retardedness are synonymous terms. Backward and mentally retarded children are not only a problem in the school, they also pose serious problems for the society as well. If in a society the percentage of backward children is high, he rate of development of that society decreases. Cyrl Burt was the first educationist to draw the attention of the educationists of the world to this serious problem. Since then, the identification of backward children and their education has caught the attention of the educational planners the attention of the educational planners and administrators all over the world. The need to give proper attention to backwardness in India is very great, but due to lack of research and sufficient funds it has not been possible to achieve much in this area.

ABOUT THE AUTHOR Vijay Pratap Singh

Vijay Pratap Singh is a practicing advocate in the Supreme Court of India. He did his M.A. and joined government service, where he was concerned with social welfare work. Later he joined L.L.B. and entered practice. Unfortunately he met an accident and became physically handicapped. He took up writing work mainly in the area of physically handicapped. He is associated with many social organizations and Human Rights movements at the moment. He lives in Delhi.
