ABOUT THE AUTHOR P.R. Dubhashi

The author is Director, Indian Institute of Public Administration, New Delhi. He belongs to the Indian Administrative Service and has held several important positions in the State and Central Administration. He was the Founder Director of the Vaikunth Mehta National Institute of Cooperative Management, Poona and Director of Studies at the National Institute of Community Development Administration. He is widely traveled and associated with a number of national and international training and research organizations. He is currently Vice-President of the International Association of Schools & Institutes of Public Administration. He has contributed numerous articles to various journals and periodicals. Among his publications are: Rural Development Administration in India, Strategy of Cooperative Development and Other Essays, Principles and Philosophy of Cooperation, Planning in India with special reference to regional, district, block and village planning, Economics, Planning & Public Administration, Profession of Public Administration, Cooperative Development in India – Retrospect and Prospect and Grammar of Planning: Concepts and Applications.
