Experiences of the developing countries on democratic governance have been mixed. Cases of successes and failures are available. However, in several cases popular aspirations and needs are generally found to be unaddressed. As a result, social unrest and discontent simmer grow and burst onto open conflict. Problems are often seen and detected in structures, institutions, mechanism and process of governance. And attempts to address and correct them are ill conceived and half hearted.
