The five-volume series on ‘Regional Development: Theory and Practice’ is a festschrift dedicated to Professor R. P. Misra, a distinguished scholar, widely recognized as one of the pioneers who initiated and promoted Regional Planning studies in India.
This five-volume series, with over one hundred research papers on different aspects of regional development, is a fitting tribute to the scholar who spent much of his life time thinking, researching and writing about development in general and regional development in particular.

Each of the five volumes begins with an introduction, which is unique in the sense that this is not merely an introduction to the contributions contained in the volume but also talks of the theory of regional development, contemporary development in the discipline and the contrarian views expressed by various academics and policy-makers. Another significant aspect of these introductions is the global view and a comparative scenario of the developed, developing and under-developed economies of the world, that the editors have kept in view, in a debate seeking a universal theory of regional development. Regions are specifics and often unique and ‘regional development implies focusing on the assets of the territory, its potential and constraints.
ABOUT THE AUTHOR H S Sharma
Dr. H.S. Sharma (b. January 05.1945) is a Professor and former Head of the Department of Geography, University of Rajasthan. He did his M.A. in 1966 and Ph. D in 1970 on "Physiography of Lower Chambal Valley and its Agricultural Development" from Sagar University. He joined the department of Geography, Rajasthan University in 1969 as a Lecturer. He served as the Principal of Rajasthan College; Director of Indira Gandhi Center for Human Ecology, Environmental and Population Studies, Dean, Faculty of Sciences, University of Rajasthan (2001-2004). At present, he is the Director of the Academic Staff College, University of Rajasthan. In his career Prof. Sharma has published 16 books, 75 research articles in different national and international journals and supervised 45 Ph.D. dissertations. Prof. Sharma has been on academic visits to the UK, the USA, Germany, Norway and Canada. He was honoured with the UGC Career Award in 1979 and IESSR Best Scientist Award in 2000. He was the President of the Indian Institute of Geomorphologists (IGI) for 2001-2002.
ABOUT THE AUTHOR Suresh Misra
Suresh Misra is currently Associate Professor and Head, Faculty of Public Administration at the Haryana Institute of Public Administration, Gurgaon. He holds Master’s degree in Political Science from Jawaharlal Nehru University, New Delhi and D.Phil from Allahabad University. Dr. Misra had his advance training in Rural Management at the Development Study Centre, Rehovot, Israel. He was awarded AOTS Scholarship for training in corporate Governance at AOTS, Tokyo, Japan. He participated in the Training of Trainers (ToT) Programme at U.K. Civil Service College, Sunningdale and Thames Valley University, U.K. Dr. Misra has authored Politico-Peasantry Conflict in India (1990); Legislative Framework of Panchayati Raj in India (1993); Popular Participation in Rural Development (1996); and Legislative Status of Panchayati Raj in India (1997). He has edited Social welfare, Poverty Alleviation and New Economic Policy (1995); Environmental Laws in India – Issues and Responses (1996); and Humanizing Development Trends in Public Administration (2001).
