The State Level Public Enterprises (SLPEs) offer the most potent source for strengthening the state finances and thereby contribute to the success of the second generation reforms which will guide the destiny of India during the first decade of the 21 century. The present book is based on extensive research undertaken by the authors on the restructuring of state level public enterprises in India. The research carried out envisaged acquiring detailed data and information through a specifically designed questionnaire from the state level public enterprises. The state-wise analysis presented in the book draws heavily on inputs from visits to various states and interaction with policy makers from state governments and state public enterprise chiefs. Chapters one through nineteen of the book present a detailed account of the restructuring process initiated in various state level public enterprises, status of such exercises, the methods of restructuring and disinvestment adopted, the policy issues and bottlenecks involved and case studies of major restructuring initiatives. The concluding chapter provides detailed case studies on reforms in infrastructure development specifically regarding the state power utilities and state road transport corporation. The present book is intended to benefit public sector managers, entrepreneurs, policy makers and researchers and students of public policy, management and economics.

ABOUT THE AUTHOR B. Navin

Dr. B. Navin is currently Knowledge Manager (Public Finance and Policy), Cntre for Good Governance (CGG), Hyderabad. Earlier he has been associated with the Institute of Public Enterprise as Research Associate in the area of Finance and Public Enterprises and Project Associate at Administrative Staff College of India (ASCI). He is resource faculty to various national and international MBA programmes. He has been associated with the Asian Development Bank Project and various Training Programs organised for national and international agencies including the central public enterprises and the state level public enterprises, at the Institute of Public Enterprises, Hyderabad. He specializes in Capital Markets, Public Enterprise Policy, and Public Finance.

R.K. Mishra is currently Professor and Dean (Research) at the Institute of Public Enterprise, Hyderabad. He is a graduate of International Management Programme, SDA Bocconi, Milan, Italy. He has research stints at London Business School and Maison Des Sciences De L' Hommes, Paris. He has taught at the University of Bradford (UK) and was a visiting Professor at Maison Des Sciences De L'Hommes, Paris. He was on action research at North-West Province of South Africa at the invitation of DFID, UK. He has undertaken many institutional researches and consultancy projects on various aspects of public enterprises, public systems and finance. He has been a Management Consultant to several national and international organizations including PWC and Adam Smith Commission, Prime Minister's Economic Advisory Council, Indian Council of Social Science Research, Commonwealth Secretariat, International Civil Service Consortium, State Bureaus of Public Enterprises, Financial Institutions and Banks. He is Vice-President (Asia), International Association of Schools and Institutes in Administration, Brussels. He is Honorary Member on the Board of Research, American Biographical Institute, USA. He is special invitee to the Board of Governors, Institute of Public Enterprise, Hyderabad. He has several international and national publications.
