Disability is a condition or function judged to be significantly impaired relative to the usual standard of an individual or group. The term is used to refer to individual functioning, including physical impairment, sensory impairment, cognitive impairment, intellectual impairment mental illness, and various types of chronic disease. Disability is a global problem. They are found more or less in every country. Physical or mental disability is a silent crisis that not only affects the disabled persons and their families but also the social and economic development of entire society. The society has a moral responsibility to see and also to provide persons with disabilities all kinds of opportunities in order that the concerned disabled persons enjoy all human rights and fundamental freedom. Discrimination faced by disabled persons in education and in the employment sector and their continuous exclusion from the society at large, their potentialities remain untapped by the society. The United Nations declared 1981 as the International Y ear of Disabled Persons, in order to draw the world attention towards the plight of the disabled, recognise that disability as the first and foremost a human rights issue. Government of India already implemented various acts for the welfare of the disabled.
