The book makes an attempt to describing the concept of disabled and the responses of both the NGOs and the state to their problems. Besides, he also highlighted the background of comparative analysis of functions of the NGOs and the state for the upliftment of the disabled. Within this background, it also highlights various policies and programmes made by the government and the NGOs from time to time for the empowerment of the so-called neglected human capital, i.e., the disabled in India since independence.
