The Scheduled Caste and Scheduled Tribes in India have suffered from various social, economic and political problems from time immemorial. Both at Central and State Government level various welfare measures have been adopted to promote the quality of life during the five decades of our independence. But no significant change seems to have taken place in their life-style. It is observed that the fruits if any sort of development are shared by the privileged section of the society. The present work attempted an empirical study of the impact of the ameliorative programme on the SCs and STs. The study attempts to investigate into the factual aspect of economic situation, education, health and housing condition of the SCs and STs. It also highlights the nature of their social participation and the various constraints faced by them in the process of development. The study has thrown significant light on the problems and dimension of the SCs and STs in the context of development.
