Silent Warefare is an attempt to spread the awareness of Nuclear, Chemical, Biological (Weapons of Mass Destruction or WMD) disasters among the general public and government officials, so that appropriate measures are taken to prepare for the mitigation of such disasters. The book begins by depicting a chemical disaster inj New Delhi in May 2006. In the subsequent chapters in analyses the nuances of WMD disasters and suggests measures for their mitigation through swift, coordinated, professional approach, integrating the resources of the local population, police, military, fire department, medical authorities, civil defence, NGOs, media and last but not the least, the District Administration who would form the epicenter for the command, control and decision making. Although this book has been written in an India-Centric Perspective, the preparation and mitigation techniques could be considered for adoption by any country faced with the menace of WMD threats.

ABOUT THE AUTHOR Brig. (Dr.) H.K. Kar

Brig (Dr H K Kar) was commissioned in the Corps of Engineers (Indian Army) in 1968. He is an alumni of National Defence Academy (Khadakvasla), College of Military Engineering (Pune), Defence Services Staff College (Wellington) and National Defence College (New Delhi). Participation in the 1971 Indo Pak war, raising an army unit, commanding an engineer regiment in Ladakh, providing engineer support to military stations as Chief Engineer of the Zone, being the engineer advisor to a Strike Corps of the army, are some of the highlights of his career. He has been an instructor in the College of Military Engineering and Army War College (Mhow) and is a recipient of the Chief of Army Staff Commendation Card. In the field of civil education, he has done PhD in Management, M Tech in Management and Systems, MSc in Defence Studies and Graduation in Mechanical Engineering. He was Deputy Director General NBC Warfare in the Perspective Planning Directorate, Army Headquarters, heading the apex body of the army in the field of NBC Warfare. At present, he is posted as the Chief Engineer, Ordnance Factory Board, Kolkata.
