Independent India opted for a parliamentary form of democracy for its governance. It was to be a polity based on the principles of democracy, socialism and secularism enshrined in the Preamble of the Constitution. It was a polity to further the norms of equality, freedom and fraternity. It claimed for the establishment of an egalitarian social order committed to social justice and brings about social change in the fractional social set up. Since the system has been in operation for the last six decades or so, it is pertinent to look into as to how far we have been able to achieve the desired goals. The present book makes an attempt to provide the readers the broad framework on the concerned issues. The book covers the theme through the articles contributed by eminent academies on the question of social change particularly with focus on Scheduled Castes and Scheduled Tribes and the weaker sections of the society. It provides a critical appraisal of policy interventions as to how far they have been able to address the issue in question. It is hoped that this will gives the readers a realistic assessment of the prevailing scenario.
