As the basic objective of this study was to assess the status of micro-level planning in different states, it became necessary to gather information from state level as well as from lower tiers. The information has been gathered primarily though discussions held with the Secretaries and Deputy Secretaries dealing with the Planning Departments, Directors of Planning, Directors of Departments of Statistics, District Collectors and District Planning Officers. The aspects covered are organisational setup, responsibility of planning team and other sectoral departments, process of plan formulation, implementation and its monitoring, allocation of divisible funds, availability of unties, discretionary grants and power of reappropriation etc.
