Human rights are relevant to terrorism as concerns both its victims and its perpetrators. The concept of human rights was first expressed in the 1948 Universal Declaration of Human Rights, which established recognition of the inherent dignity and inalienable rights of all members of the human family. The innocent victims of terrorism suffer an attack on their most basic right to live in peace and security. The suspected perpetrators of attacks also have rights, as members of the human family, in the course of their apprehension and prosecution. They have the right not to be subject to torture or other degrading treatment, the right to be presumed innocent until they are deemed guilty of the crime and the right to public trial.

ABOUT THE AUTHOR Ram Dutt Sharma
A widely-read man, Dr. Ram Dutt has written and researched extensively on a wide range of subjects from platonic philosophy to administration, and from Marxism to research methodology. Born in 1939 in Bilaspur, Himachal Pradesh, Dr. Dutt was awarded the Ph.D. degree by Punjab University for his study of Municipal Enterprises in India with special reference to the Delhi Municipal Corporation. He has occupied academic positions at Chandigarh and Jammu and Kashmir with distinction. Among his more privileged students have been those who have been guided towards their doctoral dissertations by him, and those who have worked on M.Phil programmes under his guidance. Dr. Dutt is at present Chairman of the Post Graduate Centre of Public Administration of the University of Himachal Pradesh, at Shimla where he has successfully initiated a series of seminars on public administration. Dr. Dutt has already published four books and two reports and contributed research articles to a large number of reputed journals.
