Both militant terrorism and state terrorism are phenomenally increasing in the northeastern region of India. The versions and standpoints on violation of human rights are highly polarized. The two parties (the terrorists and the state) blame each other for such violation. The overall terrorist scenario let loose both by the militants and by the army, has stalled the civic life of millions of people in this region. The casualties happen with the civilians, militants as well as with the army personnel. Terrorism let loose by the terrorists and the arm forces has also exposed serious democratic democratic deficit leading to denial of human rights in this region. The role of the civic initiatives and activists for restoration of human rights in this region is of special significance. The selected articles presented in a national seminar on the above theme organized by North-East Indian Council for Social Science Research, Shillong are being published in this book. The contributors dealt with conceptual issues and presented narratives of human rights violation caused both by the state and by the arm forces. This book also provides useful insights to the problems and is extremely useful to the enforcement agencies, diplomats, activists and human rights practitioners.

Dr. Asok Kumar Ray. 1951. Served as a teacher of Political Science in undergraduate classes under Manipur University for 18 years. Awarded Ph.D. Degree for working on tribal political system. Published the first book 'Authority and Legitimacy -A Study of the Thandou Kukis of Manipur. Published and presented as many as fifty five research papers on inter-disciplinary areas of social science. Worked in close association with Education Department and Tribal Welfare Department, Government of Manipur, and produced archival materials on Kuki Rebellion (from Calcutta & Dishpur Achieves) and a Bibliography on the Tribes of Manipur respectively. Prepared Bibliography on Structural Adjustment and New Economic Policy. (Mimeographed). The author is a Life Member of -NEICSSR, Shillong & Indian Sociological Society.

Dr. Bimal J. Deb is a Professor in Political Science in North Eastern Hill University, Shillong. He has to his credit seven books on North East India, that he edited and a large number of research publications in the academic journals. He is a leading member of the Governing Body of the North East India Council for Social Science Research, Shillong, a premier research organization.
