ABOUT THE AUTHOR H.M. Patel

Born in Bombay to middle class Gujarati parents in 1904. H.M. Patel was educated at Fellxstowe, Hamburg and Oxford. He joined the Indian Civil Service (ICS) in 1924. Appointed Cabinet secretary before the turned forty, by Viceroy Lord Wavell, HM went on to an illustrious career in public service as Partition secretary, secretary of Food and Agriculture, Defence secretary and finally principal Finance secretary. After his resignation from the ICS in 1958, HM re-entered the national arena by way of politics. He was the leader of the Opposition in the Lok Sabha during the emergency. He went on to become successively the Finance minister and Home minister in the Union Cabinet from 1977 and 1980. H.M. Patel passed away on November 30, 1993.
