ABOUT THE AUTHOR Shriram Maheshwari

Dr. S.R. Maheshwari, formerly Professor in Indian Institute of Public Admiistration (IIPA) was educated at Kanpur, Delhi and Philadelphia (USA). A noted academician, he has authored more than forty-five books and has published two hundred and fifty papers in national and international journals. His recent books include Administrative Thinker, Administrative Theory. A Introduction and State Governments in India (Macmillan). Dr. Maheshwari has been a visiting Fellow in various universities the world over. In 1992, he was invited by the People’s Republic of China to lecture in a senior-level training programme for civil servants. In 1994, he again visited China as an UNDP expert. In 1997, the ICSSR awarded him the prestigious National Fellowship in recognition of the outstanding and original contributions made by him in the field of social sciences.
