Harihar Bhattacharyya, Ph.D. (London), (West Bengal State Scholar), is Professor, Department of Political Science, University of Burdwan, and Dean (Faculty of Arts, Commerce, Law etc.,) of the University of Burdwan.  A Baden-Wuerttenburg Indo-German Cultural Exchange Fellow at the University of Heidelberg (1998), Visiting Research Professor at the Institute of Federalism, Fribourg (Switzerland) 1998-99), and L.M. Singhvi Fellow at the University of Hull (UK) (2002), Professor Bhattacharyya is a frequent visitor to the West.
