It is not more than 200 years ago when Government of independent countries began taking responsibility of educating the masses and bearing the responsibility of the education of their masses. As is the shape of administration in most of the civilized world, the responsibility of providing education rests with the Federal Government, State Governments and the Local Bodies. This varies from country to country by the Central Government, by the State Government and by the local bodies. There are many countries who have been leaving education to the initiative of the private agencies. But there are countries like China and previously Soviet Russia alongwith smaller East European countries where the responsibility of providing education to the masses has been totally with the State. Now the fact remains that the responsibility of providing education ids divided among the various layers of administration and there is mutual understanding of bearing the burden of education.
