Poverty alleviation and/or its eradication on identifiable, measurable and visible indicators, is not a need, but a necessity of our time. Poor cannot and must not be seen as pure impersonal statistics. They have a face; sin-qua-non is to give them a ‘face’. Current Poverty alleviation programmes are an inadequate response to take the poor to the portals of Civil Life. Problem arose in the ‘Design’ to identify and ‘target’ the poor which must be corrected now that whole Globe has come to accept these new indicators as the very basis to determine ‘who are these poor’; where are these poor, and why are they poor? Admitted position is that ‘Reforms’ leave out the poor. Growth in GDP as a measure of development has been over sold. A nation aspiring to be a Super Power cannot afford to be dwarfed by over a quarter of its population living in deprivations. Time has come to address the fundamentals of poverty and address them on War footing to take the poor to the threshold of civil life to enable them to participate in development process as equal partners. Convergence of efforts, a strong political will, better targeting with a more sensitive and accountable ‘delivery system’ capable of Managing the ‘change’, can help lay the road map to win the War against Poverty. That shall be the poor’s rendezvous with destiny.
