ABOUT THE AUTHOR Anil Kumar Jana

Anil Kumar Jana is a Reader in the Department of Political Science with Rural Administration Vidyasagar university, West Bengal. All along a student of the University of Calcutta he stood first at the M.Phil Examination and the present book I a revised version of the dissertation submitted by him for the degree of Master of Philosophy. Currently the author is engaged in teaching and researches in the field of Public Administration and Local Governments and contributes articles and papers to professional journals and seminars. Besides the academic assignments the author occupies quite a few important positions in both administrative and academic fields within the outside the university.
