Administrative Systems of Developing Societies

The book attempts for the first time, an approach in the form of a "Model" propounded by Professor R.d. Sharma relating to comparisons of the administrative systems of the third world countries. Professor R.D. Sharma’s model (R.D. Model) is different from Riggsian and other ecological models (Ferrel Heady etc.)in the sense that it take into account, not only the structural function as components and characteristics in Talcott Parsonian and Weberian sense but has added "Processes" or processual dimensions" along with procedures, practices ‘ and culture as major "Parameters" for comparison. The new method (R.D. Model) is purely "administrative without depending on polity and environmental factors. Prof. Maheshwary’s analysis pertains to "major" and challenges of Public Administration of Third World Countries. Prof. R. B. Jain has compared analytically bureaucratic organizations of third countries. Prof. R. K. Sapru has highlighted" capabilities" as functional components of Admjnistrative systems of Developing Societies. Dr. A.R. Basu, I.A. S has provided a cross country comparison of bureaucratic organizations in the context of their "representativeness" of respective societies. Prof B.C. Smith of Dundee Univ. U.K. has given process of devolution of power in political environment in the context of administrative organization Prof. Donald C. Rowat has developed "new" statistical method" for comparing bureaucracies of different countries. The book contains a highly enlightening essary by professor B.s. Khanna about decentralisstion in India, Ceylon, Bangaldesh, Pakistan and Nepal. Professor L.R. Sharma looks ast administrative systems from the point of view of governmental investments. The other major component of the book relates to Prof. K.P. Singh, Reeta Singh and V.B. Prasad’s contribution about Judicial Administration, Professor Narayan Hazari has discussed relationship aspects of political executive and permanent executive. The book thus throws light on various aspects of the structural components as well as functional characteristics of Administrative Systems of different countries.
