ABOUT THE AUTHOR S.K. Goyal

S.K. Goyal joined IRS in 1965 on the basis of the civil services examination held in 1964. He is a postgraduate in Economics from Punjab University with a degree in Education and Law. He had varied experiences in assessment, audit, accounts, appeals and administration in the Income Tax Department, having worked on different assignments in Punjab, Rajasthan, Haryana, Delhi, West Bengal, Gujarat and U.P. and retired as Chief Commissioner, Kanpur in 2001. During his service, he believed in observing discipline, punctuality and rule of law. His dedication to work and no nonsense approach was well known. He is presently a tax consultant and Advocate Delhi High Court and occasionally contributes articles on judicial and administrative matters.
