Policy formulation for agriculture and rural development in India should be undertaken in the context of changing scenarios at national and international levels. Only then the policy package will be relevant and visible for implementation. The national and international scenarios are changing very fast. These include the march of science and technology in all disciplines and areas, globalization and integration of economics, economic liberalization, democratization of political regime, social and cultural resurgence, evolution of knowledge economy, revolution in information and communication technologies and so on. There are many emerging issues due to these changes. It is not possible to discuss all the issues in a single volume. In the present book, an attempt has been made to identify some of those issues which are fast emerging and will have far reaching implications for agriculture and rural development in the coming decades.
