Beginning in the early August 1992, in a remote village of Dubagunta of Nellore District in Andhra Pradesh, the agitation by women protesting against arrack auctions and demanding ban on the sale of arrack, spread to almost all districts of the state. It is necessary to understand the problem in its proper historical and social context. It is equally necessary to recognise the implications of public policy on prohibition for State Revenue and also for employment. In view of the interdisciplinary nature of the problem encompassing histroical, socio-economic, health, political, and financial aspects, there is a need for bringing people from various disciplines into a single forum for understanding the multi-dimensional nature of the problem. This volume gives the outcome of such an effort by the IDPS and we hope that this volume could be useful in assisting public policy. The following are the issues raised in this volume: Historical, socio-economic and health aspects of alcoholism; Issues in public policy particularly regulation Vs. Prohibition and implementation; and Employment and revenue aspects of prohibition of alcohol.
