The developing countries like India need new scientific and technological knowledge for its faster development, they lack resources for research and development. In India the institution of the university Grants Commission is entrusted with this onerous responsibility of maintaining and developing higher education. The institutions of higher education also need to have talented personnel for this work. The institutions of higher education need to have sufficient funds for the recruitment and training of University Teachers.
