The hilly terrain of India is spread over 98 districts. These areas due to their topographic, geological and climatic conditions are very prone to various types of natural disasters. The book, as indicated by its name aims to apprise the readers about natural disasters in these regions and their management. An outcome of extensive survey in some disaster affected parts of Uttranchal and critical analysis of the views of various stakeholders in the context of prevailing disaster management policies and planning, the book suggests a more appropriate and innovative approach of linking disaster management with sustainable rural development. The book contains ten chapters with an introduction giving details about the natural disasters in the country, particularly in hill areas and problems being faced in their management. After discussing prevailing physical, social and economical situation in hill regions, particularly in Uttranachal and the vulnerability of the region to natural disasters, the book attempts to critically analyse the situation using SWOT in the context of present policies and their implementation in these areas. After critically analyzing the situation, a model has been suggested by adopting innovative ways of linking disaster management with sustainable rural development. “Modelling” as an approach has been suggested to formulate appropriate disaster management plans and their proper implementation to get better results in the field of disaster management in hill area of the country.

ABOUT THE AUTHOR Satendra

Dr. Satendra is an Indian Forest Service officer of 1986 batch. He holds a doctorate in Himalayan Geo-tectonics from Delhi University. A gold medallist of the University, he completed Masters Degree in Geology and holds Post Graduate Diploma in Forestry (equivalent to M.Sc. forestry) from Indira Gandhi National Forest Academy, Dehradun. He passed Master of Business Administration (MBA) from University of Hull, U.K. and as part fulfillment of the degree he did his project work on Disaster Management in Garhwal region of Uttranchal. He also holds a Post Graduate Diploma in Ecology and Environment. Having knowledge of seven languages, Dr. Satendra is basically a Himalayan Geologist by background and a Forester by profession with analytical capacity to understand ecology, environment, natural resource management and forestry. Experience of working as in-charge of “Forest Fire Division”, Ministry of Environment and Forest, Government of India helped him in better understanding of the forest fire problem in the country, specially in the Himalayan states. The stint with Ministry of Rural Development, Government of India further strengthened his skills to use the gained knowledge and experience for sustainable and eco-friendly rural development and poverty alleviation. Being an active member of Central Teams to disaster affected areas in Himalayas and Gujarat and his association with National Centre for disaster Management, IIPA, New Delhi enabled him to understand the problem of Disaster management in the country and suggest a more appropriate and innovative approach o linking rural development with disaster mitigation. Dr. Satendra has published many research papers and articles and written three books. One of his books, published by National Book Trust of India has been awarded by Department of Science and Technology, Government of India. Currently Dr. Satendra is on deputation to Ministry of Rural Development, Government of India and also carrying out post-doctoral research in the field of Disaster Management at National Centre for Disaster Management, Indian Institute of Public Administration, New Delhi.
