Imbalances between functional responsibilities and financial resources at different layers of the government are an inherent part of a federal polity. This is so because revenue-raising capacities and revenue needs of various federating units are different. The mismatch between functions and financial powers occurs partly because of changing responsibilities of different tiers of government and partly due to the dominant position of the national government in regard to taxation powers. Therefore, vertical imbalances in resources and expenditure responsibilities emerge between different levels of the government, calling fore transfer of resources from the centre to the states. In federal finance, the use of quantitative techniques is very important. In fact, policy formulation is very important. In fact, policy formulation is very much influenced by the quantitative results pertaining to extent and degree of vertical fiscal imbalances, trends in centralization fiscal imbalances, inter-state disparities in taxable capacity, tax efforts, and fiscal where quantitative methods are used is the forecast of revenue and expenditure. These are some of the major issues dealt with in this book for appropriate policy formulation.

ABOUT THE AUTHOR Hemlata Rao

Dr. (Mrs.) Hemlata Rao received her Ph.D. degree from the Delhi School of Economics, University of Delhi. She has 37 years of research experience in the areas of public finance, regional development and regional planning. She has published a number of research papers on these subjects in reputed national and international journals. Besides, she has 14 books to her credit. Dr. Rao was the recipient of Shastri Indo-Canadian Fellowship for the year 1990-91 which enabled her to visit and lecture at various universities in Canada. She was a Visiting Professor, University of Fort Hare, South Africa during February-March 2000. She was awarded Visiting Research Fellowship by the Institute of Developing economies, Japan for the year 1997-98. In July 1996, she lectured at IMF, Washington DC. She has been a member of Sales Tax Advisory Committee, Government of Karnataka since 1996. Presently, she is Professor and Head, economics Unit, Institute for Social and Economic Change (ISEC), Bangalore.
