The attraction to middle east as a source of migration came to notice with the oil-boom of early 1970s but unlike the migration to Western countries, there is no possibility of obtaining permanent residential status to the migrants in the Middle East. Given this reality and adhocism in work environment, the future of a Gulf Emigrant is always on a tight rope. They face the basic challenge of rehabilitation in the home state, sooner or later. What exactly is the role of government in addressing this issue? What are the tasks of political parties and civil society in helping these people who contributed to the economic development of the home state? These are the major concerns of this work. This work is an attempt to study the gravity of the problem of Gulf returnees. Policy alternatives essential for the state and central governments, are also presented in the work.
