The growing Indian economy, which is reinventing itself to face the challenge of globalisation, also needs highly skilled human power to manage its affairs.  This requires our education system to address the question of quality and producing trained human power in all disciplines and all subjects that would sustain and enhance our advantage as a nation contribution to the "Gray Revolution".  To achieve the objective of higher education must contribute to the initiation and strengthening the process of development with equity, justice, solidarity and liberty as the key elements, the core mission of higher education-to educate, to train, to undertake research and to provide services to the community-must be preserved and reinforced and further expanded.  This requires that higher education enjoy autonomy and freedom exercised with responsibility.  The healthy growth of any country requires educated citizens with skills and expertise in all disciplines in all subjects both basic and professional levels with equal emphasis and importance.  The general objective of the Tenth Plan of UGC is to achieve a profound transformation of higher education so that it effectively promotes sustainable human development and, at the same time improves relevance with closer links with world of work and ensure quality in its teaching research and business and community extension functions including life long learning.  This book will go a long way to meet the needs and requirement as a guide and manual on schemes and guidelines of Tenth Plan of UGC for academician of College and Universities.
