If social change is defined as the systematic study of vanations in social life, it does not seem to differ from sociology in general, insofar as it is defined as the study of the unfolding of man’s social arrangements through time it appears to be indistinguishable from social history. Social change may be defined as the process in which is discernible significant alteration in the structure and functioning of a particular system. The most important aspect of technology is that a man thinks rationally and objectively about things and events. This is one of the tragedies of the modern world situation. The poor countries of the world are realizing that they must industrialize but they must industrialize but they have hardly any resources to invest on research and development. Besides the import of foreign capital was not voluntary but was forced upon India as a consequence of foreign rule. High taxation and large material drains from India, both being the direct results of British rule left little money in the pockets of the people and carried away the potential capital of the country.

Dr. R.K. Panchal, Ph.D. from Kurukshtra University served Haryana Education Services from 1960 to 1973. He acquired his law degree from Delhi University. He also did a Certificate Course from J.N.U. on International Politics. He added to his administrative and research experience during his service with Indian Council of Historical Research from 1973 to 1989. He is a well-read and widely travelled scholar who his presented his research papers in national and international seminars and conferences. He is author of several books.
