The volume highlights a number of responsible factors, making a conventional Public Administration fail in delivering goods and services efficiently, effectively and economically. It discusses various reasons for the emergence of the New Public Management (NPM), an alternative model of the centralized governance which emphasizes less, better, efficient, effective, responsive accountable governance, downsizing of bureaucracy and reorganization of Government. Lalneihzovi (b. 1966), M.A., Ph.D. (Public Administration) is Lecturer in the Department of Public Administration, Mizoram University, Aizavl. She has been teaching Public Administration for more than seventeen years at the post-graduate level. She has participated in several local, regional, national and international seminars, conferences, workshops and contributed many scholarly and research papers. She has a few papers. She has a few papers published to her credit including an edited volume on Role of Ropuiliani in the Freedom Struggle. She is member of some academic bodies of this University and also a life member of the Indian Institute of Public Administration, Mizoram Regional Branch, (New Delhi) and New Public Administration Society of India, Warangal.

R.N. Prasad (b. 1941) is Professor, Head of the Department of Public Administration, Mizoram University (Central), Aizawl, and Dean, School of Social Sciences. He has participated in several local, regional, national and international seminars / workshops/ Conferences and contributed many scholarly and research papers. He has more than 75 research papers and book reviews published in academic/professional journals of national and international repute and edited volumes to his credit. He has also authored, co-authored and edited a number of books. He is a member of different academic bodies of several universities, research institutes/ councils and also a life member of professional associations/bodies. He is an Hony. Secretary of the Indian Institute of Public Administrations, Mizoram Regional Branch, and the editor of its annual journal, administrative review.
