For the Indian economy, growing at the rate of 8 to 9 percent per annum, skill development poses major challenges and also opens up unprecedented opportunities. In an increasingly connected world, where national frontiers are yielding to cross-border outsourcing, it is not inconceivable that in the near future India can become a global reservoir of skilled manpower. Co-ordinated Action on Skill Development, as proposed by Planning Commission, was approved by the Cabinet on May 15, 2008. The action aims at creation of a pool of skilled manpower with adequate skills that meet the employment requirements across various sectors of the national economy. The approved Co-ordinated Action on Skill Development envisaged setting up of a three-tier institutional structure involving Prime Minister’s National Council on Skill Development (NCSD) for policy direction to be supported by National Skill Development Co-ordination Board (NSDCB) and National Skill Development Corporation (NSDC). This institutional structure was put in place in 2008 itself. This volume contains 9 scholarly papers, authored by experts in the field, which provide useful insights into various dimensions, problems and challenges of skill formation in emerging India.

ABOUT THE AUTHOR M Hilaria Soundari

Dr. M Hilaria Soundari is Assistant Professor in the Department of Applied Research, Gandhigram, Tamil Nadu.  She is a social Activist, an academician and a researcher.  She bolongs to the Congregation of the Sisters of the Cross of Chavanod.  She was awarded UGC-NET JRF/SRF and completed her doctoral degree in the Department of Applied Research, Gandhigram Rural Institute in 2003.  Now, as a faculty member in the same department, she teaches courses on research methodology, development research and social work.  She is an expert in participatory research techniques and computer applications in research including SPSS and Ethnograph.  She is the principal investigator of UGC-Major Research Project, ‘Achieving MDGs: Role of Marginalized Women and Micro-Credit’.  She served the marginalized and downtrodden at the grassroot level for 12 years.  She organized Self-Help Groups (SHGs) for Dalit women and children under an empowerment promoting agency, DEEPAM.  She has published a number of scholarly articles in renowned national and international journals.  She has also authored two books.  She has participated and presented papers in international conferences held in USA, Netherlands, Switzerland, China and Germany.

ABOUT THE AUTHOR M.A. Sudhir

Dr. M.A. Sudhir is Professor of Applied Research at Gandhigram Rural University, Gandhigram. He has over 22 years of postgraduate teaching an research experience. A specialist in higher education reforms, rural development research and environmental studies, he served on the Faculty of Education of North Eastern Hill University and Arunachal University before joining Gandhigram. He has published a number of research articles in leading national Interdisciplinary Journal of Extension and Research. He recently published books on ‘Ageing in Rural India: Problems and Prospects and Empowerment of Rural Women Labour Force.
