One of the major objectives of Lal Bahadur Shastri National Academy of Administration, Mussoorie, which imparts training to Indian Administrative Service (IAS) officers, is not only to sensitize them towards the plight of rural people, but also to equip them with an in-depth understanding of rural issues. The IAS officer trainees are required to prepare a village study report as a part of their district assignments after conducting extensive questionnaire-based household survey. This four-volume series of socio-economic profile of rural India is based on the village study reports of IAS trainees. Volume one on South India, published in 2002, contains papers of the states of Andhra Pradesh, Karnataka, Kerala and Tamil Nadu. The present volume (vol. II) on North-East India covers the states of Assam, Manipur, Tripura and Nagaland. The other two volumes of this series are also in the pipeline. They cover North-Central and Western India (Punjab, Haryana, Himachal Pradesh, Gujarat and Maharashtra) and Eastern India (Bihar, West Bengal, Orissa and Uttar Pradesh).

ABOUT THE AUTHOR C. Ashok Vardhan

C. Ashokvardhan, an IAS officer of 1980 batch, belongs to the Bihar Cadre of Service. He was awarded Gold Medal for his Master’s Degree in Political Science from Patna University, Patna. He obtained his Ph.D. in Personnel Management and Financial Administration from Patna University, Patna. Before joining the IAS, he was on the faculty of Political Science at Ranchi College, Ranchi and Patna College, Patna. He was recepient of several awards and honours during his distinguished academic career. He has also visited many foreign countries on different occasions like study tour and training. Among several responsible positions with State and Central governments, Dr. Ashokvardhan has held posts of SDO of Godda, Bihar, Vice Chairman of Ranchi Regional Development Authority; Collector of Sitamarhi District; Additional Secretary of Department of Revenue & Land Reforms; Additional Member of Board of Revenue; Secretary of Department of Parliamentary Affairs; Secretary of Deptt. of Secondary Education and Secretary of Department of Raj Bhasha, Government of Bihar. He was appointed as a Member of Committee on the Revitalisation of Land Revenue and Land Records Administration in India (Ministry of Rural Development Government of India). Currently, Dr. Ashokvardhan is the Additional Member, Board of Revenue, Government of Bihar. He has several publications to his credit, including books entitled Land Record Management in 14 States of India, and Readings in Land Reforms.
