As a supplement to direct instruction method, case Study is an effective device to make the students/trainees aware of the intricacies of the system of Public Administration. ABOUT THE AUTHOR P.L. Sanjeev Reddy

P.L. Sanjeev Reddy has been Director of the Indian Institute of Public Administration (IIPA), New Delhi 1 April 2002.  After obtaining his B.A. (Hons.) and M.A. degrees in Economics from Andhra Univeristy, he joined the Indian Administrative Service (IAS) in 1964 and was allotted the Andhra Pradesh cadre.  Subsequently, he did a Post Graduate Diploma in Development Studies from the University of Cambridge, U.K. and Ph.D. in Industrial Management from Andhra Univeristy.  During a period spanning over thirty-five years in the civil service, he held various sensitive, responsible and challenging assignements in different areas.  Prior to superannuating in December 2000, he was Secretary, Department of Company Affairs, Ministry of Law, Justice and Company Affairs, Government of India (GOI).  Earlier, he was Secretary, Department of Rural Development and Land Resources, Ministry of Rural Development, GOI, and, before that, Secretary, Department of Rural Employment and Poverty Alleviation, Ministry of Rural Areas and Employment, GOI (6 November 1997 to 5 May 1999).  From 8 February 1995 to 4 November 1997, he was Director General, Indian Insititute of Foreign Trade, New Delhi.  From 3 September 1993 to 8 February 1995, he was Director General of foreign Trade and ex-officio Additional Secretary, Monopolies and Restrictive Trade Practices (MRTP) Commission.  Earliers, Dr. Reddy has worked as Principal Secretary to the Chief Minister of Andhra Pradesh and also as Special Assistant to the President of India.  Dr. Reddy has been a recipient of several awards including, in 2002, the Golden Peacock Award of the Institute of Directors, London, for Excellence in Public Service.

Dr. (Mrs.) Rajesh Singh is currently a Professor of Behavioural Sciences at Indian Institute of Public Administration, New Delhi. She has laudable achievements in the area of Organisation Behaviour, Organisation Development and Human Resource Management. She also specializes in the areas of Dissaster Management, Resettlement and Rehabilitation, Training Technologies and Case Study Preparation and use. An accomplish trainer and consultant, she has published large number of articles in reputed journals and has completed 20 Research and Consultancy Projects.
