M. R. Parashar, Ph.D. from Chandigarh University served Punjab Education service form 1975 to 1978. He acquired his law degree from Delhi University. He added to his administrative and research experience during his service with Indian Council of Education research from 1979 to 1989. He is a well read and widely travelled scholar who has presented his research papers in national and international seminars and conferences, He is Author of several books.
