The book Reform Forward deals with the nitty-gritty of anti-corruption law, its enforcement in particular if the Prevention of Corruption Act 1988 is inadequate to tackle corruption in administration, Lok Ayukta legislations are toothless since they did not criminalize corruption, prosecutable and punishable. Lokpal institution (not legislation) created through constitutional amendment or an Act of Parliament is the need of the hour. Lokpal can be mandated to enforce the P.C. Act, 1988. It can be a multi-member body headed by Supreme Court Judge. It can have jurisdiction not only against political executive, but also against higher judiciary, army, senior bureaucracy. The extraordinary powers of Apex Court, accountability of higher judiciary is discussed threadbare. The imbalance in the power sharing mechanism under the constitution between the judiciary and other state institutions on the one hand and between the President, Governors, P.M. C.M’s on the other hand is highlighted. The subject of secularism is analysed in detail. Religion and spirituality received adequate discussion in Chapter 6 and erroneous view of discipline, team spirit, training, stands corrected. The issue of social justice has been projected in right perspective. Policing, police leadership’s role, transparency, left wing extremism, factious feuds, that crime is not relatable to poverty, caste, creed are discussed in chapter on Stray Thoughts. Police reforms and Supreme Court orders on the subject also figured in chapter 9.
